What is AI agent spend authorization?

AI agents can now hold cards and wallets. Spend authorization is how a business makes sure every payment they make is one a human actually agreed to.

Short answer: AI agent spend authorization is a check that runs inside the payment's authorization step and approves, declines or challenges an agent's purchase based on a human-approved mandate, the company's policy and the agent's stated purpose. Every decision is recorded as evidence.

Why agents need their own authorization layer

Card controls were designed for people. A person swipes a card for a reason they understand, and limits or merchant category blocks catch the obvious mistakes. An AI agent is different: it acts quickly, at scale, on instructions that can be ambiguous, manipulated by prompt injection, or simply wrong. A static limit can't tell the difference between "buy the cloud credits we discussed" and "buy cloud credits for someone else".

Spend authorization closes that gap by checking intent, not just amount and merchant type.

How it works

  1. A human approves a mandate. The mandate states what the agent may buy, from which merchants, for what purpose, up to what amount and until when. It is signed by the person approving it, for example with a passkey.
  2. The agent declares its purpose. Before or alongside a purchase, the agent states what it is buying and why.
  3. The payment hits the enforcement point. When the card is charged, the issuer's real-time authorization request reaches the spend authorization layer, outside the agent, so the agent can't bypass it.
  4. A decision is made. The mandate, the platform's policy and the declaration are evaluated together. The result is approve, decline or challenge, and the strictest answer wins. If no decision can be made in time, the payment fails closed.
  5. A human resolves challenges. Edge cases go to the approver for a quick yes or no instead of silently passing or failing.
  6. Evidence is recorded. Every decision is written to a tamper-evident ledger with its reason, so finance, audit and dispute teams can prove what happened.

What it is not

  • Not a card issuer. It works alongside the issuer or payment rail you already use.
  • Not a guardrail inside the agent. Prompt-level rules can be ignored or bypassed; authorization-time checks can't.
  • Not fraud scoring alone. Fraud models ask "is this card being misused by a criminal?" Spend authorization asks "is this the purchase the human approved?"

Who needs it

Card-issuing platforms, AP and procurement software, agent platforms, wallets and x402 services that let AI agents spend money on behalf of people or companies.

How Levee does it

Levee provides spend authorization for AI agents as one product with three parts: Spend Mandates, a Decision Engine that runs in the authorization path, and an Evidence Ledger. It is designed to work across cards and stablecoin payments from one decision core.
